FIRST EVER MEETING OF ROHINI SCHEME WAITING REGISTRANTS
The Association has called a meeting of the registrants to apprise them of the latest development and plan future strategy in order to get long overdue plots from the Delhi Development Authority. The meeting will be held at Govindam Banquet Hall near Gokul Garden, Sector 7, Dwarka on 26th February, 2012 at 11.00 a.m. Shri Rahul Gupta who has filed the PIL in the Delhi High Court will also attend the meeting. The Advocate, Mr. Mayank Mishra arguing the PIL is also expected to join us.
It seems that the DDA is above the law of the land and it is worse than a private builder. If a builder may have taken the registrants for granted in this manner, he may be put in jail long back for failing to fulfill his promise. The DDA told to allot plots to projected 1,17,000 applicants within five years at the time of launch of this scheme but failed to allot to all the applicants which were only about 82,400, and 25,000 applicants are still waiting for the plots even after close to 30+ years. This is despite acquiring almost double the land and arbitrarily reducing the sizes of the plots in 1999. The land meant for our Scheme was unauthorized diverted for other schemes and DDA even planned to scrap the Rohini Scheme in 2007 but due to the vigilant applicants, it failed.

The DDA submitted before the bench of Delhi High Court headed by Hon’ble Chief Justice of Delhi High Court on 16th December, 2009, “that after the layout approval of all the plots, the DDA will carry out the infrastructure developmental work. The draw of lots will begin thereafter and the allotment, under any circumstances, will be made within 20 months”. The DDA again on 17.8.2011 submitted before the Delhi High Court that total number of 21,461 plots have been carved out on the layout plan. On the DDA’s contention that it is ready to allot 15,000 undeveloped plots, Justice Sanjiv Khanna in his order said that DDA’s“submission leaves us unimpressed as it is the duty of the DDA to allot developed plots as per the registration”. Since 1995, different Ministers for Urban Development made several assurances in both the Houses of Parliament that the allotment shall be made shortly but all in vain.

DDA is still parroting to allot undeveloped plots despite the fact that the DDA has not developed Sector 27 wherein plots were allotted in 2004 even after taking full payment from the allottees and therefore, they are unable to reside there. There are some other sectors also which are awaiting development even after five or more years. Shri Rahul Gupta told that on pressing to decide the contempt petition against the DDA for not fulfilling its commitments, the Court has dismissed the contempt petition even after issuing the notice to the DDA and before getting any response from the DDA. In 1999, DDA has unilaterally reduced the sizes of plots from 48 metres to 30 and from 90 mtr. to 60 without taking approval from the competent authority.
4. This is a clarion call to all the members for rising to the occasion for getting their long overdue.
a. Allot plots to all the remaining registrants immediately.
b. Before taking the full payment, the area should be developed by providing basic infrastructure and at the earliest.
c. The plots should be provided on litigation free land.
d. Restore the original size of plots as applied for.

Please drop at the stand of sector one or seven and the venue is near Vandana International School/ mother dairy of sector 7 which has hardly 2 minute walking distance. Please do not forget to bring the photocopy of Rohini Scheme registration. (This is aimed at stopping the unconnected persons/dealers to participate in the meeting).
