A Postgraduate in Botany, a Law Graduate as well as MBA from Australia, Shri Srivastava brings with him long and varied experience of various sectors of governance and development to DDA. He has worked in various capacities in north-east as well as in Govt. of India. Initial period of his service was in Senapati District of Manipur where he was posted as Deputy Collector \/ Deputy Commissioner. In Government of India he has worked in various ministries such as Director in the Ministry of Health and Family Welfare, as Joint Secretary in the Ministry of Food and Public Distribution, Government of India etc. He is not new to the city of Delhi as he has worked as a Principal Secretary Services and Vigilance in Government of NCT of Delhi. It will be my endeavour to ensure increased participatory planning by involving all citizens  and analyzing their suggestions and objections for the planning process in a holistic manner so that all citizens and the City benefit from such a Planning. The review of Master Plan-2021  which  has already been taken up will be completed as scheduled by December, 2012. This process, eventhough participatory at present, will be made more participatory and more transparent by involving more and more citizens and  groups in the  process. <\/p>\n<p>&nbsp;Delivery of services will be improved by ensuring complete computerization of processes and transactions. All Stand Alone Systems, which exists in DDA at present like \u2018Bhoomi\u2019 and \u2018Awas\u2019, will be integrated to have a total management information system which can help not only in effective decision making but also tracking pendencies, deliveries etc. As you are aware, a software for monitoring legal cases has already been launched. The software is operational in all the District Courts, High Court, Supreme Court and Consumer Forums and on all Desk Tops in Vikas Sadan and Vikas Minar in a web enabled mode.  The Law Officers of DDA are required to update the status of the Court cases and they can do so from anywhere using user IDs and Passwords allotted to them.  The System generates weekly reports of the pendency of cases, weekly status of all court cases where the date of hearing is due.  Reminders and reports are also available in the system to facilitate proper monitoring.  The System is expected to be very useful for timely monitoring the Court cases so that there is adequate preparation time and presentation of case. <\/p>\n<p>The process of conversion from leasehold to freehold will be totally computerized so that citizens do not have to repeatedly visit DDA for such conversion.  A software has been developed for the process and soon we will be able to launch it as at present test runs are being done. Through this software any person will be able to apply on line for conversion from anywhere in the world.  He\/ she will be able to track the status and also fulfill deficiencies through e-mails. E-mails for deficiencies  will also be generated and sent to applicants in an automated manner.  It is expected that as soon as this software is launched, a number of allottees will be able to benefit and it will result in a lot of convenience for our allottees. <\/p>\n<p>In the field of housing, I understand that 20000 EWS houses have been taken up at Dwarka and Rohini, about 25000 are at the tender stage and further many more are at the conceptual stage.  The  target of completion of one lakh houses  which will include in-situ rehabilitation of identified JJ clusters, within a period of three years has been set up and I will ensure that this target is achieved timely  and with efficiency. Apart from these houses about 9650 houses are at various stages of construction and will be soon completed.   <\/p>\n<p>Greening and developing Biodiversity Parks is  one of the  thrust areas of D.D.A. Yamuna River Front has a total length of 22 Kms. This is being  developed as a project for recreational facilities and bio diversity parks.  The zone has already been analyzed for existing pockets of bio diversity potential and after locating the site potential,  the land will be carved out as Core Biodiversity Zone,  Interactive Biodiversity Zone and Public Recreation Zone and finally a series of green linkages will connect all these biodiversity zones which will provide a movement corridor for wild life and provide habitat for Avi-fauna.  The Golden Jubilee Park is part of Yamuna River Front Development and has an area of 251 hec.  The work in the first phase of this park has been taken up.   In this project, Public Recreation Zone will have activity like amphitheatre, plaza, Information Centre, Exhibition Space, Food Courts, children play area, maintained greens, walkways, cycling track etc.  It will have a number of water bodies with pedestrian tracks, cycling tracks, meandering through the side.  <\/p>\n<p>The second phase of this park will be developed with all the facilities for recreation and preservation of ecosystem. The material  to be used for the development of both Phase I and Phase II has been given careful consideration and only bamboo which is eco friendly is proposed to be used. <\/p>\n<p>Grievances Redressal System, which is in a decentralized form at present, will be  reviewed and we will try to evolve a system where customer does not have to visit DDA office repeatedly.  Work in this direction will be taken up. It will involve not only computerization  but also providing time schedules for all activities  of DDA by revising the citizens charter.  Earlier only 10 activities had been provided time schedules under citizen charter.  Now activities of all departments having public interface have been included. The revised charter will be soon ready.   <\/p>\n<p>In the field of sports apart from usual upgradation and development, the football stadium, which is being planned at Dwarka, will be taken up speedily after the same is redesigned as per the suggestions of the concerned experts.  This Football Stadium will be the first of its kind in the city of Delhi. <\/p>\n<p>DDA, as you know, has planned three urban extension roads which will encircle  the city and provide connectivity to various places in the city.  UER-I  will provide connectivity from Wazirabad Bye pass to NH-I via Narela, Bhawana, Tikri Kalan to NH-10  via Mithrao \u2013 Bijwasan to NH-8 and Rajokari. It will have a total length of 57.24 Kms. UER-II  will provide connectivity from Wazirabad Bye pass to NH-1 via Rohini Phase IV and V to NH- 10 and via Mundka- Bakkarwala \u2013 Dichokalan- Najafgar- Chawla- Dwaria to NH-8 and via Shiv murthi- Zone J to NH-2 upto Badarpur. It will have a total length of 79.12 Kms. UER-III  will provide connectivity from Wazirabad Bye pass (P-III) \u2013 NH1 \u2013 Bakhtawar Pur \u2013 Badli \u2013 Rohini Phase-III \u2013 Begampur \u2013 Amar Colony to NH-8 and will have a total length of 20.08 Kms.  The work on UER \u2013 II has already been started.  The work on the other two roads will be started as soon as the land in question is free from encumbrances. <\/p>\n<p>The work of providing electricity to parks and providing toilets in big greens of about 5 acres will be taken up speedily.  The estimates for the electrical works have already been worked out and work is being started. <\/p>\n<p>DDA is making concerted efforts to ensure upkeep and proper maintenance of buildings of heritage value  as per the provisions of Master Plan. It has also identified six historical significant areas as \u2018Heritage Zones\u2019 and three Archaeological Parks i.e., Mehrauli, Sultan Gari and Tughlakabad.  Initially DDA Urban Heritage Awards were given to create awareness regarding the built heritage of the city and later a Delhi Urban Heritage Foundation was set up under the Hon\u2019ble Lt. Governor, Delhi.  Under the aegis of Urban Heritage Foundation it has been given to understand that  projects such as conservation and landscaping of Lado Sarai Tomb and renovation of Ex-Vice Regal Lodge (presently Administrative Office of University of Delhi), for which grant-in-aid for restoration work was provided by DDA, has been completed.  The other projects which will be taken up speedily are conservation of Anglo Arabic Sr. Secondary School, Ajmere Gate, integrated  Conservation and Urban Design proposal of Sultan Garhi tomb and its precinct, Integration of World Heritage Site  with Archaeological Park. with Quli Khan Tomb Complex and landscaping and environmental improvement of Quli Khan Tomb, restoration of Cathedral Church of Redemption, Church road.  Grant  to the tune of Rs. 15 lakhs in aid to be provided for immediate works for restoration of Bengali Club Kashmere Gate .
