\nWe are group of RWA\/CGHS
\nand Individual working for betterment of Dwarka sub-city by making public aware,
\nfollowing up with authorities, organizing interactive sessions and creating
\npressure on authorities for execution of civic works. Presently we have more
\nthan 2500 members including online members. Dwarka Sub-city
\nhave 300 Cooperative Group Housing Societies and 55 DDA Pocket RWAs.<\/div>\n
\nFirst we would like to thank for taking such
\ninitiative. We have been working closely with Delhi Police since long in the
\nsub-city by organizing various police public meetings, organizing self defense
\ntraining for women and with number of suggestions related to traffic, encroachment.
\nWe played instrumental role in improving the infrastructure for DP in Dwarka by
\nbringing 3 PS, one ACP Office and DCP South West to Dwarka. On the basis of our
\nexperience we feel that Delhi Police has capability to become the top police
\nforce but they definitely need some liberty from political interference and
\nboost by recognition from public at large. I think your committee must give a
\nserious thought on it.<\/div>\n
\nWe also find it surprising that we have
\ndirection of Supreme Court for police reforms which is the only way to make our
\npolice force most effective and Government is sitting over it for quite long. This
\nalso creates doubt in peoples mind that if Govt can\u2019t work on Honb\u2019le Supreme
\nCourt directives what importance they will give on the suggestions of public. We
\nrequest to clear the air this committee strongly recommends the implementation
\nof police reforms suggested by the court. Yes in democracy public participation
\nis must but being a veteran politician you know how Thana level committee is
\nbeing constituted and unfortunately this committee again create hurdle for our
\npolice force rather than giving assistance.<\/div>\n
\n<\/div>\n
\nOn specific issues of Delhi Police we submit the
\nfollowing in addition to POLICE REFORMS as Annex-I<\/div>\n
\nSir, We are sure that
\nthe committee under your chairmanship must give a look on above to make our
\nDelhi Police better and effective to the satisfaction of public.<\/div>\n

\nANNEX : I<\/b><\/div>\n
\n<\/div>\n
    \n
  1. Police Reform :<\/b> The Police Reform
    \n and Delhi Police Amendment Bill need speedy implementation.<\/li>\n
  2. Police Pubic Relationship Officer:<\/b>
    \n Dwarka Forum have been demanding for PPRO for Dwarka. We would request CP
    \n consider this at the earliest. <\/li>\n
  3. Modernization<\/b> of PS with Computer
    \n Networks, Emails, Scan all documents etc. All Police Stations must be on
    \n the Email network and the same be listed through DTP Website and also
    \n lodging suggestion\/complaint by public through a prescribed Web form goes
    \n online to respective PS and copy to concerned ACP\/DCP and Central
    \n Monitoring unit. All the documents of the PS must be scanned and preserved
    \n within months. For this heavy duty scanners must be procured or private
    \n contractor be asked to scan at PS premise for each Police District. All
    \n Police stations be connected via Web Cam or Video Conference to enable
    \n CP\/Jt CP\/DCP to communicate with respective SHO\/ACP at any given point
    \n time or even group conference. <\/li>\n
  4. CCTV:<\/b> A large number of CCTV
    \n installed during CWG which are to be equally distributed to various Police
    \n Stations and install at all vital ENTRY & EXIST and Markets.
    \n Additional CCTV to be procured and installed all the main road be
    \n installed CCTV.<\/li>\n
  5. Beat Constable \u2013 Accountability:<\/b>A Beat Constable
    \nis the Public Face of Delhi Police and the 1st contact points for
    \nPublic as well as Violators. Currently if you ask Beat constable what is his
    \nduties and objectives or task. He\/she will have no clue. There must be clear
    \ndirection in WRITTEN the list of responsibility for the beat constable and in
    \nthe failure to adhere the listed accountable departmental action. For example:
    \nA beat constable still have no clue whether he have power to remove an
    \nencroachment on public area\/land at first instance. Leave apart he has no clue
    \nwhether he could stop a person illegally placing any obstacle on road or
    \npedestrian.<\/li>\n<\/ol>\n
      \n
    1. Miscellaneous expenses<\/b> for
      \n Beat\/Check Post staffs for Tea\/Biscuits and other refreshments: The lower
      \n division staffs of DP who are posted at remote Check posts and Bandbast
      \n have no facilities such as Tea\/Cofee\/Biscuts etc for refreshment during
      \n night and other time. A suitable budget may incorporated in this aspect
      \n for such staffs who are on duty outside PS & not near Markets.<\/li>\n
    2. Beat Boxes and Security Posts: <\/b>A large number
      \nof Police Beat Box and Security Box were removed in the past due to reason both
      \nvalid and some cases invalid. These Boxes or Posts are need of the hour. A
      \nsecurity check staff posted at entry\/exit points of PS boundary or Bandhabast
      \nposition needs shelter to give protection from weather conditions. While
      \ndeciding its design the sample used in CWG may be considered which is glass so
      \nthat no anti social elements misuse or even staffs not use it as sleeping
      \nshelter or drinking and other purpose etc.<\/li>\n<\/ol>\n
        \n
      1. Display of Boards<\/b> at the Exit gate
        \n of all PS about important contact Nos: All the police station EXIT Gate
        \n promptly display the Contact No\/Email\/Fax\/Mobile No of all Senior
        \n officials hierarchy wise including a special post at CP Office to handle
        \n grievance of unsatisfied citizen coming out from PS without getting his
        \n complaint registered or Harassement or Corruption etc. (Dwarka Sector 23
        \n PS is an example for other PS in this regard).<\/li>\n
      2. Monthly meeting<\/b> visit with RWA :
        \n The Jt. CP\/DCP\/ ACP\/SHO should have monthly meeting in their respective
        \n areas of operations and At least every quarter the CP may invite RWA\/MTA
        \n etc for a meeting for interaction for feedback and improving relation and
        \n working.<\/li>\n
      3. Canteen Facilities<\/b> for all PS with
        \n over 50 staff: All the Police stations need a Canteen as the duty hours
        \n are longer and many times lead UN SCHEDULE diet resulting health for the
        \n forces. To avoid this and facility and motivate all Police Stations be
        \n allowed to run a canteen in its complex either by some private individuals
        \n or petty criminals who were counseled and changed to good paths.<\/li>\n
      4. Wearing of Identity Card<\/b> on duty be
        \n made Mandatory for all staffs: During the CWG it was found most of the
        \n staffs wearing the ID card. The same habits are not found now. These ID
        \n cards are very important as there were many instant duplicating Police, it
        \n also give citizen to identify the person and verify credentials.<\/li>\n
      5. Anti Corruption Initiatives<\/b>: There
        \n are clear provision stipulated in various rules\/acts etc. Some are CCS
        \n Conduct Rule 18 which ask for Annual Assets and Transaction. This must be
        \n strictly adhered by Delhi Police. Also as per CVC Guide lines no staff
        \n should be in one post more then 3 years if that post is sensitive more
        \n then 80% posts are sensitive in DP. Vigilance enquiry be separated from
        \n normal police station\/senior official’s office. The outcome of Vigilance
        \n complaint must be shared with complainant to reinstate confidence in Delhi
        \n Police. Any DP staff found Corrupt must be put under doubtful integrity
        \n list and suitable action announced through website\/media. A special
        \n squad(Flying Squad) be constituted and act\/pretend  as citizen (in civil dress) before
        \n doubtful integrity staffs and record the entire event using spy cam and
        \n take necessary step against the staffs by putting note personal files\/ACR
        \n including warning and if serious taken departmental action. The FEAR of
        \n CAUGHT must also be in Delhi Police Staff in corruption.<\/li>\n
      6. REWARD<\/b>: Publicly award\/reward
