Time has come whereby President and Vice presidents<br \/>\nmay be simultaneously elected by direct elections by ensuring just two (or<br \/>\nthree) candidates for each post in the fray. This can be done by minimum<br \/>\none-third collegiums votes for filing nominations for these posts. <\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\n<\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\nLok Sabha<br \/>\nshould also be presided by a second Vice President to ensure impartial<br \/>\nconductance of proceedings. In case of mid-term vacancy at post of President,<br \/>\nsenior Vice President may be made President for rest of the term. In case of<br \/>\nmid-term vacancy at post of a Vice President, an interim Vice President may be<br \/>\nelected by MPs only for rest of the term. In case of none of the three<br \/>\nregularly-elected persons as President and two Vice Presidents being available<br \/>\nfor the post of President, fresh regular elections for all three posts may be<br \/>\nheld together, without waiting for completion of term. <\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\n<\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\nPersons once<br \/>\noccupying posts of President or Vice President (and even state-governors) must<br \/>\nnot be allowed to take part in active politics for rest of their lives. In case<br \/>\nof violation, all their post-retirement benefits may be abolished forever.<br \/>\nConsidering controversy on President\u2019s trips, rules should be tightened to<br \/>\ndefine \u2018family members\u2019 entitled to enjoy benefits of public-expense apart from<br \/>\nlimiting personal and household staff for a President. <\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\n<\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\nDiscretionary<br \/>\npower of Presidents in naming Prime Minister should be restricted by adopting a<br \/>\nsystem whereby Prime Minister may be elected by secret and compulsory vote of<br \/>\nall Lok Sabha members through Electronic Voting Machines (EVMs) on nominations<br \/>\nsigned by at least one-third members. Such an elected leader may be removed by<br \/>\nsame process but with compulsion of naming alternate leader in the same motion.<br \/>\nEven Deputy Speaker should be elected simultaneously with Prime Minister in the<br \/>\nsame manner. <\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\n<\/div>\n<div class=\"MsoNormal\" style=\"line-height: 150%; margin: 0in 0in 0pt; text-align: justify;\">\nTo avoid<br \/>\nmembers racing for ministerial-berths, system should be to select only those<br \/>\npersons as Prime Minister and Ministers who might not have contested any<br \/>\nelection in last six years. System will induce quality in governance system and<br \/>\nwill largely reduce expenses because experts rather than professional<br \/>\npoliticians will get ministerial berths with legislatures playing bigger role of<br \/>\nking-makers with vigilant eye on such selected ministers. Hung Lok Sabha and<br \/>\nmid-term polls will automatically vanish. Even ministerial-strength then can be<br \/>\npractically restricted to ten-percent strength of lower House because of<br \/>\nautomatic abolition of bargains required for ministry formation.
