As a disaster management project officer he handles\nthe events and programs related to disaster management held in the district,\nunder the chairmanship of District Magistrate, who are the controllers and\nchairperson of civil defence. He has also taught more than 2.5L children.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-layzr=\"https:\/\/dwarkaparichay.com\/blog\/wp-content\/uploads\/2019\/07\/Divansha-interviewing-Mr.-Vinod-Bhardwaj.jpg\" alt=\"\" class=\"wp-image-58217\"\/><\/figure>\n\n\n\n<p>The\ncivil defence was established in 1968 under parliament act for establishing\npeace and prosperity in the country and work for the welfare of civilians.&nbsp; After\nthe war, attention was turned toward&nbsp;<strong>civil defense<\/strong>&nbsp;in the\nevent of war, and the Air Raid Precautions Committee (ARP) was&nbsp;<strong>established<\/strong>&nbsp;in\n1924 to investigate ways for ensuring the protection of civilians from the\ndanger of air-raids.<\/p>\n\n\n\n<p><strong>Disaster Management<\/strong>\u00a0<strong>Authority<\/strong> can be defined as the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular\u00a0preparedness,\u00a0response\u00a0and\u00a0recovery\u00a0in order to lessen the impact of disasters.\u00a0Whenever any earthquake will occur or any tragedy takes place, Disaster Management Authority that is, the rescue team will always be prepared to help people. <\/p>\n\n\n\n<p><strong>Disaster management in India<\/strong>&nbsp;refers\nto the conservation of lives and property during a natural or man-made\ndisaster. Disaster management plans are multi-layered and are planned to\naddress issues such as floods, hurricanes, fires, mass failure of utilities and\nthe rapid spread of disease. India is especially vulnerable to natural disasters\nbecause of its unique geo-climatic conditions, having recurrent floods,\ndroughts, cyclones, earthquakes and landslides. <\/p>\n\n\n\n<p>In the interview Mr. Vinod told about the\nrescue team operates from collectorates (a\ndistrict under the jurisdiction of a collector). The Disaster Management Act,&nbsp;2005&nbsp;has been enacted as the central&nbsp;Act&nbsp;to deal with the&nbsp;management&nbsp;of&nbsp;disasters and which was enforced in\n2009. This demonstration visualized a three-level <strong>Disaster Management<\/strong>&nbsp;structure\nin India at National (NDRF), States (SDRF) and District levels. The District\nMagistrate is the chairperson of the district disaster management and under him\nthe programs or events related to disaster management are held.&nbsp; <\/p>\n\n\n\n<p>He also told about that\nNDRFA takes action when any mass destruction happens, for example in Kerala\nfloods, Jammu and Kashmir floods, etc. It also helps its neighboring countries,\nfor example, earthquake in Nepal. <\/p>\n\n\n\n<p>When asked about the toll\nfree number of Disaster Management Authority, he said, \u201cThe toll free number is\nsupervised under the control of government and <strong>1077<\/strong> is the number\u201d.<\/p>\n\n\n\n<p>He also shared one of his\nexperience when he helped a person by giving him CPR, that is, <strong>Cardiopulmonary\nresuscitation<\/strong>, an emergency procedure that combines chest compressions\noften with artificial ventilation in an effort to manually preserve intact\nbrain function until further measures are taken to restore spontaneous blood\ncirculation and breathing in a person who is in cardiac arrest. <\/p>\n\n\n\n<p><strong>Recent Projects <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Train schools about disaster\nmanagement programs.<\/li><li>Train women about disaster\nmanagement as well as provide self-defence training.<\/li><li>Train every community of the\nsociety. <\/li><li>Look after the disaster\nmanagement institutes and to fulfill its needs. <\/li><\/ul>\n\n\n\n<p>Mr. Vinod also suggested\nthat every government authority should travel with trained civil defence person\nand government offices should install trained medically civil defence person.\nHe also added, \u201cI would also like to give a message to all the masses that if\nany incident happens then school or college students or any person who has\ntaken the training or attended any programme related to disaster management\nshould first help themselves and then save those people who need help. I just\nwant to say that be aware and have knowledge about these things.\u201d He further\nadded, \u201cWe even provide these trainings free of cost as it is for a noble cause\nand it is open 24&#215;7.
