125 colonies out of 1,218 failed Government’s eligibility Test , they did not fulfill the criteria of mandatory built-up area. The colonies were given provisional certificates just ahead of the 2008 assembly polls following a political directive and based on submission of documents by RWAs. According to guidelines the government has to complete all formalities within a year of issuance of provisional certificates. It seems to have given some RWAs a chance to work with land developers to set up colonies and earn premiums on the land. As per the regularization policy, a minimum built up percentage of 10% was required in 2002 and 50% in 2007. Nearly 36 colonies awarded certificates. Having rushed through the certification, the government is only now waking up to ghost colonies. While land mafia seems to have been benefitting from provisional certificates since 2008, the state government was jolted after discrepancies in Radha Krishna Vihar, Abdul Fazal Enclave II, Kotla Mahigram and Shakti Enclave were exposed.
