Brief  profile of  Shri Satyananda Mishra

Experience
Joined the Indian Administrative Service in 1973 after a brief stint in the State Bank of India as a Probationary Officer. Spent the first two years in training and the next 10 years in various field level postings in the districts of Madhya Pradesh. These included postings as the Collector and District Magistrate in two districts for a period of about 4 years.

Since moving out of the field in 1984, have been working on a variety of assignments, a gist of which is given below:

(1) Culture
Worked for nearly 7 years in the State and Central Government in the Department of Culture. This included formulation of cultural policy and Implementation of a variety of projects dealing with promotion and conservation of arts, heritage and cultural diversities. The assignments included Secretary of the Department of Culture in the State of Madhya Pradesh, Managing Director of the Madhya Pradesh Film Development Corporation, Secretary of the Bharat Bhawan Trust, highly reputed multi Art Centre and Joint Secretary in the Department of Culture, Government of India and was in three different stints, viz. from 1984 to 1987, from 1990-1992 and from 1993-1995.

(2) Information & Public Relations
Worked for more than two years both as Secretary and Director of Publications in Government of Madhya Pradesh. Responsibilities included formulating the Information Policy of the Government and disseminating news and information for raising awareness among the people on issues like literacy, primary health care, environmental conservation and empowerment of women.

(3) Urban Development, Town Planning, Housing, Urban & Rural Water Supply and Infrastructure
Worked for nearly nine years in various posts under the State Government of Madhya Pradesh in all these areas. In four different stints, as Chairman of the Special Area Development Authority, Korba, a sprawling mining and industrial township, Housing Commissioner, Madhya Pradesh Housing Board, Principal Secretary to the Department of Housing and Environment, Public Health Engineering and Public Works, the responsibilities spanned the entire gamut of urban planning, provision of infrastructure such as roads, sewage and drinking water, policy control, conservation and habitats, etc.

(4) Small scale industry
Worked in two stints under the State and Central Government, worked for more than three years in the area of development of small and medium enterprises, marketing and export of SME products. The assignment included Managing Director of the State Small Industries Development Corporation and Development Commissioner, Small Scale industries in the Government of India.

(5) Personnel and Human Resources Administration
Worked in two stints in Government of India in the Ministry of Personnel for more than two years. The responsibilities include formulating the human resource development policy for the Government employees and also recruitment, training and other welfare measures for them. Initiatives being undertaken by the Department include promotion of greater transparency and accountability among Government employees in delivery of services.
