Everywhere people in India keep cribbing at all levels that the various systems that constitute Governance are either in shambles or are crumbling whether it be the Criminal Justice System, the Economic System, the Education System, the Political System, the Parliamentary System or for that matter any other System. The tragedy is that the only sufferer is the “Aam Aadmi” & none else.
To analyse & arrive at the truth that is we will have to first understand the basics.
ANY SYSTEM IS:-
A set of detailed methods, procedures, and routines established or formulated to carry out a specific activity, perform a duty, or solve a problem.
An organized, purposeful structure, regarded as a whole and, consisting of inter-related and inter-dependent elements (components, entities, factors, members, parts etc). These elements continually influence one another (directly or indirectly) to maintain their activity and the existence of the system, in order to achieve the goal of the system.
(a) Inputs, outputs, and feedback mechanisms,
(b) Maintain an internal steady-state (called homeostasis) despite a changing external environment,
(c) Display properties that are peculiar to the whole (called emergent properties) but are not possessed by any of the individual elements, and
(d) Have boundaries that are usually defined by the system observer.
Systems underlie every phenomenon, and are everywhere one looks for them. They are limited only by the observer’s capacity to comprehend the complexity of the observed entity, item or phenomenon. Every system is a part of a larger system, is composed of sub-systems, and shares common properties with other systems that help in transferring understanding and solutions from one system to another. Systems obey rules that cannot be understood by breaking them into parts, and stop functioning (or malfunction) when an element is removed or altered significantly. Together, they provide a coherent and unified way of viewing and interpreting the universe as a meta-system of interlinked wholes, and of organizing our thoughts about the world.
Although different types of systems (from a cell to the human body, soap bubbles to galaxies, ant colonies to nations) look so very different on the surface, they have remarkable similarities. At the most basic level, the systems are divided into two categories: (1) Closed systems: theoretical constructs that have solid boundaries and where only the components within the system are assumed to exist in a self-sufficient state. All other influences or variables from outside the system are considered to be non-existent or insignificant for the purpose of the system analysis. (2) Open systems: the real-world systems that have permeable boundaries through which they continually exchange energy, material, and information with their external environment the larger system in which they exist. Different systems methodologies (such as systems dynamics and systems thinking) classify systems differently.
The effective operation and sustainable development of the social system benefit from the coordination ability of social management. In fact, to manage is to coordinate. It is a human-centered process operated for the desired goal of social organization. However, because of the University of Coordination, coordination becomes the core element in the management across all functions. As the social coordination involves many factors, such as technology, institution, information even ethics, moral and so on, administrators who incorporate these influencing factors into an integral whole, have natural connections with coordination and it is more due to the demands of reality and the course of history, rising from the inherent mechanism of coordination to building harmonious society and harmonious world, we can see that the responsibilities of administrators are particularly important, very profound and far-reaching.
THE FACT IS THAT NO SYSTEM OF ITS OWN MALFUNCTIONS BUT THE BITTER TRUTH IS THAT SYSTEMS ARE DELIBERATELY MADE TO MALFUNCTION BY THOSE WHO ARE PART & PARCEL OF THESE SYSTEMS OR OVERSEE THESE SYSTEMS i.e. THE POLITICIANS.
THE QUESTION THAT REMAINS IS WHY THEY DO SO?
The Answer Is Not That Very Simple & Obvious. Corruption On The One Hand & Vested Interests Of The Capitalists & The Politicians On The Other Hand Are The Root Causes.
However There Are Some Who As Part & Parcel Of These Systems On Condition Of Anonymity Say That There Are Administrative, Political As Well As Other Compulsions Which Force Them To Deliberately Put These Systems Into Disarray (The Reasons That Are There Will Be Brought Out At A Later Point Of Time).
However it has been observed over a period of time idiosyncratic & impulsive decisions taken by the politicians in power boomerang on the society and the nation leading to various kinds & types of devastation.
It is high time that all of us should join hands to stem the rot that is eating into all the systems of governance and we have to move fast before impending ominous anarchical tendencies take root for good.
