WHAT HAPPENS WHEN AN AGGRIEVED PERSON FILES A CRIMINAL COMPLAINT WITH THE POLICE

Once again with mounting representations of the unfortunate victims of Crime & Criminals the Investigators of “POLICE WATCH INDIA” sampled 100 such representations and undertook discreet investigations to ascertain the veracity of such representations wherein the aggrieved had alleged that the Police Force have no interest at all in ensuring Justice to the Aggrieved.

Out of the 100 matters investigated, without taking recourse to any bias or prejudice of any nature whatsoever against any person, in 97 cases the findings were as briefed below :-

The moment a Victim of Crime goes to the Police Station, the first obstacle he faces is to get a proper receipt of the Complaint filed by him. After he succeeds in getting the Dairy No. the Duty Officer as a matter of routine directly marks the Complaint to the area Beat Officer who becomes the I.O. in the matter. (Whereas every S.H.O. should scrutinise the Complaint and himself mark the same to the I.O. so that he is aware of the Complaint).


The Complainant is then advised by the Duty Officer to meet the I.O. for furtherance of his Complaint.

When the Complainant meets the I.O. the I.O. again as a matter of routine, without going through the substance matter of the Complaint and documents if any attached with the Complaint, asks the Complainant to spell out his matter in four words (a very difficult exercise for the Complainant). After the Complainant somehow or the other manages to do so, the I.O. asks the Complainant to provide him the telephonic contact details of the accused. On providing the same to the I.O., the Complainant is asked by the I.O. that if need be he will contact the Complainant and the Complainant goes home with the hope that now he is sure to get justice (unfortunately a false sense of hope).

IT WAS OBSERVED AGAIN AS A MATTER OF ROUTINE THE I.O. RARELY CONTACTS THE COMPLAINANT AFTER THAT. IN REALITY WHAT HAPPENS THEREAFTER IS THAT THE I.O. INSTEAD OF REGISTERING A F.I.R., CONTACTING WITNESSES, COLLECTING EVIDENCE, INVESTIGATING THE MATTER IN DETAIL THE I.O. CALLS THE ACCUSED TO THE POLICE STATION THAT TOO AT HIS EASE WITHOUT ANY RESPECT OR REGARDS FOR VALUABLE LOSS OF TIME. WHAT HAPPENS AFTER THE ACCUSED MEETS THE I.O. IS AS NOTORIOUS AS CAN BE. THE I.O. AFTER (@#!&*% — $$) WITH THE ACCUSED RECORDS THE STATEMENT OF THE ACCUSED WHICH IS TREATED AS FINAL DISPOSAL OF THE MATTER BY THE I.O. AND THE COMPLAINT IS DUMPED IN A CORNER OF HIS CHEST/ALMIRAH AND THE COMPLAINANT LEFT HIGH & DRY.

HOWEVER IN CASES WHERE (@#!&*% — $$) IS STRUCK WITH THE COMPLAINANT THE F.I.R. IS REGISTERED BY THE I.O. AFTER (@#!&*% — $$) WITH THE S.H.O. EVEN THE AREA ACP IS A PARTY TO (@#!&*% — $$) WITH THE S.H.O. OTHERWISE THE AREA ACP WILL DEFINITELY PUT A SPOKE IN THE WHEEL. (“ IN A NUTSHELL NO JUSTICE WITHOUT (@#!&*% — $$) .Why so? Because the majority of senior cops all over India cannot muster the courage to go against the misdeeds of the cops at the Police Station level for obvious reasons & that is ($$$).

What happens when a Complainant tries to meet the I.O. is that the moment the Complainant reaches the Police Station 9 out of 10 times he is told by the Duty Officer and others that the I.O. has gone to the Court.

When the Complainant telephonically tries to contact the I.O. the I.O. as matter of routine practice do not respond to his call and whenever the I.O. does so either the I.O. point blank states that no case is made out or asks the Complainant to meet him at the Police Station at such and such time. 9 out of 10 times when the Complainant goes to meet the I.O. at the appointed time the Complainant has to wait for hours before he is able to meet the I.O. At times the wait is not fruitful as the I.O. is not traceable. Anyway the outcome of such meeting with the I.O. spells only one thing for the Complainant and that is “that no case is made out”.

A lot has been written before as to what happens when the further Aggrieved Complainant complains to the Senior Police Officers. 999 out of 1000 complaints that are sent to Senior Police Officers end up in the record room and the Complainant getting his due Justice is as a rarity as sighting a blue moon.

Some Complaints are referred by Senior Police Officers to their respective Vigilance Departments but tragically whatever happens at the Police Station Level is dutifully repeated by the Vigilance Department Officials unashamedly.

One ACP and his subordinate S.I. in Delhi Police Vigilance Cell had the cheek to tell the undersigned that the Vigilance Cell was very dear to the then Commissioner of Police Delhi AS IT SPECIALISES IN DELAYING & DILUTING COMPLAINTS & EXHAUSTING THE COMPLAINANT THEREBY HELPING HIM IN GETTING THE HEAT OF HIS NECK.

IT IS ONCE AGAIN FORCEFULLY RE-ITERATED THAT UNTILL AND UNLESS NON-REGISTRATION OF F.I.R.s IS NOT TREATED AS A COGNIZABLE OFFENCE OF HEINOUS NATURE, HAPLESS HUMANS & HUMANITY WILL KEEP SUFFERING & ONLY CRIMINALS (which includes errant & corrupt cops) WILL CONTINUE TO PROSPER.
